HPKE Export-Only would essentially correspond to the ECDH-ES+KDF algorithms (where the usual HPKE is like ECDH-ES with integrated bulk encryption). I don't offhand see usecase for COSE (JOSE is whole different ballgame), but if it was supported, it would presumably be its own alg.
