Apologies for late response. The registration looks good to me, matching the 
previous discussion in the WG.

For the actual value of the algorithm identifier I propose to use an integer >= 
-24 and <= 23 (1-byte CBOR representation) for A128CTR because of its 
applicability in constrained IoT, and integers outside that interval for the 
other two algorithms.
