I’m not a chair, but this is very much what we are doing, in the sense of an RFC 2119 SHOULD NOT. That always needs to come with a good explanation of what the exceptions are, and part of the technical content of the draft is exactly that. (I’m also not a big fan of using “deprecated” for “SHOULD NOT use”. Here my impulse to fix this is only held back by the procedural headache of doing so.)
