You mean `enc` ?

In the case of DHKems, a public key represented as opaque bytes.

In the case of PQKems some other opaque bytes.

And our decision not to use `application/jwk+json` or
`application/cose-key` to represent this part when HPKE is translated for
JOSE and COSE ?
