For authenticated access, use your IETF Datatracker login and password. For anonymous access, use username="anonymous", and provide your email address as a password. You have, I guess, reached to me as document Shepherd, and Roman as responsible AD. Neither of us are good places to start as our roles with the document are more administrative than technical. It sounds like, if you are going to create a public notary based upon RFC9338, that there is some work to do to document what exactly should be signed and what has no value. As RFC9338 is a tool it can accomplish many things, and a notary is only one thing.
