I’m normally not a big fan of restatements [1], but I think something like this could go into an appendix of CDE. (BTW, there is a reason we didn’t say "All decoders should detect duplicates and error out.” in RFC 8949. I more than agree with the objective here, but some “decoders” [more generally: processors] cannot usefully do this.)
