I have read through draft-reddy-cose-jose-pqc-hybrid-hpke. It appears to be a set of pointers to other documents, along with IANA considerations to allocate code points. I support adoption of it.
(I continue to hate the terms "traditional" and "Post-Quantum', but that's
not up to this document to decide upon)
