As a co-author, I support the document as it enables a standard model for 
referencing detached payloads.

Ivo and looked at the results from the WGLC, and they were underwhelming. By 
our count, only three people responded requesting publication, which, by 
itself, doesn’t indicate working group consensus. We’re giving people another
