I believe that we should solve this by referencing draft-ietf-hpke-hpke like
JOSE HPKE does. A breaking change is neither necessary nor would it be helpful
at this stage of the specification’s development. I’ll also note that such a
change would break the intentional alignment of mechanisms between COSE HPKE
and JOSE HPKE, and so would need to be considered in the
cross-specification/cross-working-group context as well.
