Interesting, but probably unrelated. SCITT receipts are a more fundamental mechanism that is used to provide transparency about signed statements in general. Main application envisioned is securing supply chains. The term “receipt” is used for inclusion and consistency proofs of such signed statements having been incorporated in a verifiable data structure. This generalizes the security services provided by certificate transparency to more general transparency services, including ones that actually provide a form of confidentiality.
