Having an issue with an Windows 2003 R2 server running the cosign filter.

It was running Cosign filter 1.X just fine. The other day I upgraded to 2.0.3. 
I went the wrong by uninstalled the entire 1.X package including the cosign 
directory and reg keys. I pulled my config file along with the certificate 
information prior to doing so. Nothing else was changed on the server.

I loaded the 2.0.3 filter and set directory permissions. When I add the filter 
in IIS Manger the app event log says it can't read the config file. I verified 
the reg value was pointing the were the config file is located. Checked 
spelling. Created a new config file. Verify file permissions on the config file 
as well as the consign directory. Not sure what else to check. Seems like a 
permissions issue but not sure.
