> how do you get a test certificate from the University of Michigan?

In general, any certificate signed by any trusted Certification
Authority (CA) will work with cosign, as long as the certificate
permits SSL client usage. You could set up your own CA in-house and
use that to sign certificates for use with cosign, or you could obtain
certificates from a commercial CA.

Certificates from the University of Michigan are only available to
units that are a part of the University of Michigan.

While self-signed certificates may work, it is better to set up your
own CA and then configure cosign to trust that CA. (The root
certificate for the CA may be self-signed, though; that's OK).
