Thanks for the input.

Two different accounts work.  The Network Service account and my domain admin 
acccount.  Neither of them are the ones mentioned in the Readme.txt.  But we 
took care to make sure the the service account we would like to use had 
the same permissions.  Then went one step further, I gave the service account 
we would like to use full rights to the Cosign directory and sub folders, but 
it does not work.

We went as far as making the service account a domain admin and that still did 
not fix it.  Se we do not think it is an overall permissions issue.  But some 
local permissions issue that we do not understand.

Is the working account one of the accounts given special permissions to parts 
of the IISCosign installation, as listed in its README.txt? If so, have you 
tried applying similar permissions for the account that's not working?
