I have almost exactly the same problem.
The only difference is the name of symbol from SSL library :
Cannot load /d00/apps/apache/modules/mod_cosign.so into server: /d00/apps/apache/modules/mod_cosign.so: undefined symbol: SSL_set_fd

When I did 'ldd mod_cosign.so' the only library that was returned was libc.
It looks like ssl library is not loading at run time but it is ok at the built time. I checked mod_ssl.so that was built before me and it has all symbols compiled in.
