My issue pretty much came from a complete lack of knowledge of IIS and the solution was quite simple. We recently switched from Apache to IIS, so as the developer I wasn't quite up to snuff with my understanding of IIS configuration. In IIS Manager when you add the cosign filter to your website under Properties-ISAPI Filters, the cosign filter must be moved up in the list so it is executed before the Websphere filter.
