I'm not sure this is the case, but if you want to access a CoSign protected service from another CoSign protected service, you may use CoSign's proxy features (such as CosignGetProxyCookies or CosignGetProxyKerberosTickets, note that this needs to also be enabled in the configuration of the service in cosign server).
