The cosign development team is pleased to announce the release of CosignModule 
3.1.1. This minor release changes the behavior of the module when it cannot 
connect to a host in the weblogin pool. If no weblogin servers are available, 
the module now returns a 503 error to the connecting client, allowing other web 
services to continue operating.
