Hello,

This looks like a PICNIC error. I was able to resolve my immediate 
problem with:

$ sudo a2dismod mpm_event
$ sudo a2enmod mpm_worker
$ sudo service apache2 restart

Still messing around with this, I'll follow-up with anything else that 
is relevant.
