Hi James I am reasonably tolerant of pop-ups but I sometimes question if they are always necessary for the delivery for the a website’s functionality. Having seen the way website designers operate, I suspect there is a tendency to bundle cookie-dependant plug-ins into service packages just to signal to their customers that they are at the leading edge.
I regularly delete all browsing history in its entirety (as well as emptying ~temp folders and others). This is to remove any less-than-benign cookies and to maintain browsing speed. So I often find myself having to renew permissions and re-enter log-in details; and the resulting pandemic of pop-ups created by GDPR is indeed a mild annoyance. This is part of a legal requirement for many countries now. You should not see the popup again for at least one year unless you clear the cookies in your browser.
