Thank for your reporting this issue to us. 

Just wanted to confirm that you are using the latest Couchbase 2.2 
enterprise edition from http://www.couchbase.com/download?  Also, what is 
your windows 7 service pack version?

If this problem is easily reproducible, can we please obtain the debug logs 
of the setup process -  setup.exe /debuglog"C:\temp\setupexe.log" ? That 
will help us to better understand, what is going on in the environment. For 
now, we have a bug opened on our side to track this issue.
