I didn't know that you only had few MBs of data. That looks like some kind
of bug. Regarding stopping/starting rebalance multiple times, I don't think
it could affect your case.

Perhaps you should consider filing jira ticket with as much diagnostics
attached as possible (i.e. cbcollectinfo from all nodes you have).
