Verified on official ubuntu/trusty64 clean virtualbox image,
everything works correctly with ruby 2.2.0 from rvm

Could you post 
/home/alnite/.rvm/gems/ruby-2.2.0/extensions/x86_64-linux/2.2.0/couchbase-1.3.13/mkmf.log
and also output of dpkg -L libcouchbase-dev
