CouchDB should print a friendly error if configure port not available

Now that CouchDB can run multiple instances at once the problem of the default
port being taken by the first instance is likely to be more common. At the
moment CouchDB fails with a messy traceback. CouchDB should print the following
message and exit:
Apache CouchDB cannot open the configured port:
