It sounds like your windows were not built to the original drawings.

18 months ago I rebuilt my windows using the drawings from the microfilm
available from BGSU.  One odd thing was that the rivet holes at the edges
of
the windows were in quite a bit (1.75 inches from memory so don't hold me
to
it)  After I followed the directions (and the holes looked wrong from a
symmetry point of view) and installed them I realized the far inward hole
location was to clear the welt.  As designed there should be no rivets in
the welt area.
