Roy and I are in complete agreement with you on this.  We discussed the
fact
that the kind of certification that would win approval from any club, from
the
EAA would necessarily be stringent enough to weed out the casual cheats.
And
can you imagine the FAA signing off on a minimal training course?

I would anticipate prescribed series of general maintenance classes hosted
by
the local EAA chapters -- engine maintenance, riveting, fabric repairs,
inspection procedures, brakes, correct fluids for specific purposes.  With
written tests. With hands-on training and practical tests.

Then, I would expect a series of lessons prepared by the type clubs of the
specific type-specific knowledge we think the Pilot TSM person ** needs **
to
know.  These would be followed by a written test. If I were in charge (I
wouldn't be -- but I want to be a student), there would then be hands-on
training/testing sessions at regional conventions.

Thinking of the EOC Coupe expert mechanics I know, I'm not sure they would
be
willing to be involved in anything that was not rigorous. No skating
allowed.

Costs of going through all this couldn't be less than $300 for each
student.
I
wouldn't be surprised if out of pocket to the student to come in at $1k.

and I aren't looking for cheap, we're looking for
trustworthy-from-really-knowing-the-subject-really-really-well.  That's
what
I
want to be for my own maintenance.

This does not keep the maintainers from doing bad work -- if they don't
care
about their lives and the lives of their passengers.  That situation is
not
a
whit different from what it is now.

But knowing that I am responsible for the maintenance of the plane in
which
I'm
taking my daughter for a ride, makes me feel very serious -- whether
there's
an
A&P and AI involved or not. I think

Never open an attachment with a ".exe" or ".com" or ".vbs" suffix.
To be safe, turn off Microsoft's Visual Basic Macro execution option.
Consider not using Outlook for mail - lots of viruses target its security
flaws.
