That little cowl piece is p/n 415-40252, "Plate -cover - bottom."  It
should
have been held on by 5
AN526-C632 machine screws.  I wouldn't fly without it if I were you, as it
keeps the bottom cowl (p/n
415-40040) sides from flapping and cracking just in front of the nose gear
opening.  P/N 40040 costs
over $400 to replace!  If you need to increase the cooling air exit
opening,
you could replace the
short rear 632 machine screw in the bottom cover plate with one about an
inch or so long, and fabricate
a spacer from aluminum tubing to fit between the cover plate and the
bottom
fuselage.  This will push
the cover plate and the bottom cowl down.  The Forney bottom cowl had
louvers on each side to allow
more air to exit.  You could try putting those in if you still have high
oil
temperatures.
