You might be right with your assumption that it is legal to have the C-85
in a C Model Coupe.But 
What makes me still think that the D-model is only eligible for a 85 hp
engine is that all the concerns about the  elevator  travel restriction
were triggered by the fact that you could stall the plane idue either the
increased gross weight or due the higher power of that engine. 
That means : Not only the plane could be stalled in power off due to
higher gross weight , but also in power on due to the stronger engine.
(The slipsteam of the 'high performance' C-85 would push down the elevator
into a stall) 
That's why the split elevator has been developed to overcome the power on
stall problem with the 85 hp engine. 
That's why I am sure lists the Type Certificate A-787 the C-85 only
together with the D Model.

of the D model --  1400 lbs, vs 1260 for the C model...not engine hp.
