(My friend seems to think that there is something preventing the bowl
from being able to keep up with the required fuel flow, and the engine
starves, the bowl fills back up, power goes back to normal, until the
bowl is dry again....)

Hi.
I never had this kind of problem with my converted C-85, but if you are a
test pilot you could go up
again and start priming the engine when the RPM drops. If the RPM comes up
then your carb has a problem
, if not I would suspect the Magnto(s) ..
