I'd throw the GPS away.  It's lots more fun to be going 114 than it is to
go 103.  Sides that, you might be one of those unlucky fellas that always
flies into a headwind.

Hopefully someone will have seen this before and know the answer; I
replaced my airspeed indicator 6 months ago because it was an illegal
instrument, and it read about 10 mph too fast according to my GPS. It was
also old, and on it's last legs. I bought a new one, marked it, and
installed it. Still about 10-15 MPH too fast. We just had the airplane in
pieces for a rigorous annual, wings off, and no problems noted.
Today I installed a freshly benched checked, new airspeed indicator.
Still, it shows 10-15MPH faster than actual speed, according to the GPS.
The A&P tried disconnecting the startic line (tried this before) but no
change.
Now, call me dumb, but I can easily see how it may read slow, bug in the
pitot, etc. But how does it possibly sense more pressure than exists? 
Well, at least we ruled out the gauge. In the interim, I have marked the
indicator with tape, at the speed where "any slower and thou shalt fall
out of the landing flare", so I can safely fly the airplane till we figure
this out. Once a test pilot, always a test pilot I suppose. The A&P is
going to get the test box to connect to the plane later this week. I know
what the outcome will be, but once we confirm it's high, now where do we
look?
If you wonder, in cruise, calm winds, GPS says 103 MPH. Airspeed says
114-ish.
Ideas anyone?
