No Absolutely not. Since everything that conducts has some resistance
there
is
every probability that there will be a potential difference between the
plane &
the nozzle. The grounding wire places both the fueling tank and the
airplane
as close
to the same potential as practical.

\/\/\/\/\/\/\/\/\-------/\/\/\/\/\/\/\------/\/\/\/\/\/\/\/\
plane tires          concrete         fuel tank

The ground wire will bypass the concrete, the plane tires, and a portion
of
the tank structure.
