Well, what isn't anybody's guess is who makes the profit. Some FBO interests will find any excuse to make sure that they, and nobody else, make $$$$ of every ounce of Avgas pumped on 'their' fields.
If they need to concoct a safety red-herring in order to do so, no matter how specious, they will.
