I have a Forney with the same engine. I did not have a problem
when I put in the one-piece venturi, but I have been told my
several engine specialists that they have had no end of
trouble with them. I talked to one at a trade show and he said
he had to install several new carbs in recently overhauled engines
because he couldnt get the venturi to work right. Apparently the
new carbs, or factory rebuilt, are "flow balanced", which is something 
the local shops can't do. It has something to do with 
the manufacturing of the new venturis. If you look at them they
are much thicker at the top than the old two piece. The mechanics
I talked to said the problem is that the new ones are not manufactured 
the same as the old ones and they can change the flow
of air in the carb.
That might be a place for you to start. I seems to be the only 
thing you haven't checked.
