The gross weight includes fuel, people and bagage. Could you not restrect the weight to less pounds and thus stay under the 1220 lb class. It would appear that a new weight and balance and maybe a placard would be all that is required. (But remember I'm not using FAA logic). If that didn't work then take the bagage compartment out and get a STC or Field Approval for the new weight. Again, my reasoning make sense to me, but maybe not to the Fed's.
