I went through this a couple of years ago when I went through a Top
overhaul.  The reason for the timing derating was the Continental high
time C-90 & O-200 engines have a bad habit of cracking the rocker arm
bosses in the heads.  this action resulted in the famous Continental "3
Cylinder Engine."  The timing reduction solved this problem. for the
time being.  Continental exhausted its supply of new cylinder heads a
number of years ago resulting in companies like Superior to come up with
the Millennium heads which had a reinforced rocker arm boss.  When these
cylinders were installed properly( I enforce properly) { there is an
exhaust valve inner spring that must be used with the C-90} you can
return to the original timing.

What is unusual about this whole story is that Continental decided to go
into production of new cylinder assemblies some time back, and did NOT
redesign the rocker arm boss, resulting in the continuation of the
derated timing.

So Steve in answer to your question, use the Continental data unless you
have Millennium cylinders.
