Larry:   

The only thing that matters is the static RPM.  For every 
engine/prop/airframe combo, there is an allowable range (and prop
diameter.)  
Your static RPM must fall within the range regardless of the pitch of the 
prop.  Or, put another way, the minimum pitch allowed is the one that 
produces the maximum allowable static rpm.  For example, on a 415 C or CD 
with C85 and McCauley 1A90, the prop diameter must be between 69.5 inches
and 
71 inches and the static RPM must be between 2025 and 2225.  "No
additional 
tolerances are permitted."  This is all spelled out in the TC for the 
airframe.
