Virtually any paint that you'd be likely to use should work. Imron
comes to mind... ...it gets used on a lot of sailboats, and they
are outside.

UV is pretty easy to stop, and polymers (which paints now are made
of) are really good at stopping it. For that matter, a good coat of car
wax blocks UV, too :-)

What you're really after is the UV resistance of the paint itself, I
would think. As long as it stays on, the bowl is in the shade.
