I was under the impression that the FAA was easing the installation of shoulder harnesses in older aircraft. ACE-00-23.561-01 addressed this issue. http://www.faa.gov/certification/aircraft/shoulder-v5.rtf Although it would be tough to install one without drilling a hole to obtain the minor modification installation, I would think getting field approval would be eased for most installations in view of the adopted policy.
