Tom, I just thought you might be interested in Jim's message. I'm not trying to be critical. I put a ham repeater on the air once at my own expense and time. All I remember is a lot of gripeing about the range etc and few who appreciated the effort and expense.
On the other hand, Jim makes an undeniable point. There can be some regulation if applied universally. For my part, a death threat exceeds all reasonable limits.
