If the control column bushings are worn that could produce a
condition as you describe. With the floorboard removed, look
for forward-aft motion in the lower collar as you turn the
control wheel(s). Of course, the chains and U-joints should
show very little looseness. Be aware that the u-joints are
connected to the control wheel shafts by taper pins, not
bolts. Wear in the upper control column bushing is masked
somewhat by the taughtness of the chain and I believe the
lower one usually wears faster.
