Kenton, the answer to your question is a clear "Yes". A safety pilot can
log
flight time as Second in Command as long as (s)he is a "required crew
member". In case the pilot flying is under the hood when the flight is
conducted under VFR, a safety pilot is considered a "required crew
member",
and hence (s)he can log the associated time. Please be also aware that the
safety pilot must possess at least a Private Pilot Certificate with the
applicable ratings for the airplane used and must have at least a current
third class medical.
