Glen, please read the document again. You seem to have thought up
something
that wasn't in the document.

No current maintenance privileges are changed in any way.

The type rating would give AI privileges to an A&P for that type aircraft.

The Pilot Type Specific Maintenance certificate gives pilots a new
"A&P/almost-AI" privilege to do more maintenance than we can do now. The
"almost-AI" privilege is to sign-off a few annuals -- but, to keep the
fleet
safe, once every three or so years we revert to the current system as a
check-up on the pilot. But, we think that a pilot with no A&P rating
should
have training and prove their ability with a test to get these new
"A&P/almost-AI" privileges.
