Sounds like Black Wrinkle paint.  You can often find this in an auto 
supply store although I know that Chief Aircraft also carries it.  You 
spray two or three coats on thick and it wrinkles as it dries.  I use a 
hot air gun about 18 inches away to get an even controled wrinkle 
quickley but it is not really necessary.  It is not too easy to touch up 
though.  The stuff clogs spray heads like your would not believe so see 
if you can buy some spares at your local paint store and keep a cup of 
paint thinner handy to drop used tips into.
