----[Please read http://ercoupers.com/disclaimer.htm before following any advice in this forum.]---- I don't think you should try connecting the FIELD terminal on the regulator to BAT as it will likely destroy the regulator (per the Repair Manual). Also, applying a positive voltage to the FIELD terminal of the generator may polarize the generator in the reverse direction, causing it to put out a negative voltage, further raising havoc.
Here is how I would determine which is at fault:
(1) Be sure the battery is good. Charge it with a battery charger. If it
charges in a normal amount of time and will start the engine afterwards,
it's probably OK. You'll need it charged anyhow, to test the generator.
(2) Inspect the wiring. A missing or corroded jumper lead from the
engine to the airframe will result in poor charging as well as poor
starting. An open field lead or a missing ground on the regulator will
result in no charging.
(3) DISCONNECT the generator FIELD lead from the regulator and
temporarily connect the generator field lead to the aircraft frame.
After starting the engine, the ammeter should show a high charge if the
generator is OK but part the regulator is bad.
(4) If step 3 does not provide a charge indication, keep that field lead
grounded, and monitor the output of the generator (ARMATURE) with a
voltmeter (engine running of course). If it is in excess of 14 volts and
there is still no charge indication, you could have a bad regulator, a
bad main breaker, open wiring, a bad master relay (if you have one). -
Now you have more troubleshooting to do.

If I remember correctly, you jumper the batt to the field and then start
the engine. If it charges like
crazy, the gen is ok.
