It doesn't matter what policy you formulate on this topic because
_someone_
out there will be placed at a disadvantage re: timeliness.  The goal will
have to be what policy negatively impacts the _least_ number of people.
Drive by your local newspaper facility very early some Fri. or Sat.
morning.
You'll see crowds of people waiting to get the classified ads hot off the
press so they can be first in line at the garage sales.
