The only time there's a detectable voltage is when the mag is turning fast enough to generate one, and you'd not be able to read the timing under those circumstances. You need a device that can tell the difference between the impedence of the coil and the short circuit of the points. (An Ohm meter, which may be what they meant by "volt meter" cannot tell the difference because they both have a low DC resistance. An Ohm meter also applies a small voltage to the coil and may in fact cause a hazard.) The "buzz box" is also designed to prevent accidental firing, as the switches must be "on" to time the mag.
