An "annual inspection" is often done for a fixed rate, $200-400 being a
common rate for fixed gear, fixed pitch prop, simple aircraft on a
on-going basis, if you pull all the inspection plates and open up the
aircraft yourself.  If this is a first-time annual from this shop on
this aircraft, there's another hour or two of work to look up AD's and
be sure they are complied with and to examine logs and look at the
airframe to be sure it's not only safe, but fully legal. 18 hours is
reasonable if this was the first time and it's a good honest shop.

Was there other work, such as lubrication and checking control travel,
etc.?

1.5 for the light sounds slightly high, but 2.5 for the stack is quite
reasonable - there's a bit of work in getting it on and off plus cleanup
of the flanges.

This is a good time to establish a good relationship. Ask what
additional work was done other than the inspection. Ask what to expect
in succeeding years. Find out what it would cost if you prepared the
plane for inspection.
