I concur. Never ever machine (removing material) a bolt that is used
hold on the wings. (Except small holes for cotter pins.) You will be
compromising the bolts strength and corrosion resistance.

Plating is also not a good way to go as the plating process can adversly
affect the chemical makeup of the bolts. Thus affecting their ability to
do the job.

I attended a seminar dealt with the American Fasteners Safety Act a couple
years ago and these are some of the things they addressed. The AFSA was,
in
part, a result of the plane crash in Chicago back in the late 70's. The
one
where the engine fell off during take off, (Flt 191, as I recall.) rolled
over and crashed.

As for the best way to handle this situation...I think the BEST solution
would be to replace any worn parts. If that's not possible the next best
thing would be to ream the hole to the next size up. I'd be afraid that
bushing (Unless they are hardened) or sheet metal wraps would only be a
short term solution.

Sounds to me like there are some worn out parts there that need replaced.
I
don't think chroming or machining bolts is the answer! I think there is 0
chance that machining is a good idea (corrosion protection, hardening?)
and
I would be doubtful about chroming them. Messing with bolts in that
fashion
should be on everybody's list of bad ideas. Perhaps drilling and bushing
the hole (with a very thin-wall bushing!) - but how would you determine
if
that's okay? You could maybe wrap the bolt in a very thin piece of sheet
metal. I would not get caught anywhere near such a scheme (and I doubt the
FAA will) and when even I am that way, you know it's a bad idea!
