The issue is not companies, it is agents. Unlike other types of insurance (my employee's medical insurance for example - I can get several agents to get me quotes from the same company w/o problem) aviation appears to protect its agents by only quoting through a single agent. Once you have an agent submit your information for a quote, no other agent can get a quote from that insurance company for the same aircraft.
