I experienced  the very same thing years ago.  When my three tanks were
full or nearly so, the rate of fill into the center tank was greater than
the rate of fuel burn plus the rate at which the excess fuel returned to
the wings.  The result was that a column of fuel would climb the glass
tube and sometimes it would come out the vent and get on my windshield. 
This was a long time ago but I believe my memory is accurate when I tell
you that we changed  the size of the orifice (restriction) in the fuel
pump fitting (or line) to a slightly smaller one so that the rate of fill
of the center tank by the fuel pump from the wing tanks was slowed just
enough that this overflow condition would not occur;  the over fill or
overflow condition that is evidenced by fuel climbing up into the fuel
gauge sight glass and occasional overflow from the center tank cap vent. 
 Now, this problem may subside when your fuel level burns down somewhat
and your tanks are not absolutely full.  Burn out half your fuel and
watch it to see if it still does it.
