The springs are on the shaft in the hinge line of the trim tab. Ercoupe service memo #55A shows the whole trim tab system, how the stop and springs should be installed and what its purpose is - "to prevent elevator flutter in the event that the elevator trim tab actuating wire broke during flight." It also gives the part number - 22035 for the springs, 2 required. They are available at Univair. Wayne N3544H
